I would think that after spending thousands of personal or taxpayer dollars to get genitally mutilated, updating a free Government ID would be a snap.

But, of course, we know that the endgame is to render elections meaningless.  The whole champion-of-beleagured-minorities schtick is really about power.  Confused people with artificial privates are merely the vehicle for achieving it.
