Says he didn't draw a red line, that "the world" did.
Let us parse the ways in which this is an embarrassment:
1.) He did set a red line. The audio and video of his August 2012 statement is readily available.
2.) He appeals to some vague concept of "the world," as if some amorphous "humanity" holds some set of "common values" about when the human tendency toward conflict has gone too far.
3.) It's further confirmation that this man-child can't take responsibility for anything.
4.) Trying to implicate Congress before it returns from vacation and begins deliberations is really rich.
