Why isn't this woman in jail?

Jennifer Longoria is a field organizer for Battleground Texas, which wants to turn Texas blue.  Texas has a very clear law about not taking contact information such as a phone number from a voter registration form.  Yet that's exactly what she's been training her minions to do.
