Is the US military for hire on a mercenary basis in the age of the Very Stable Genius?

This is the VSG, talking to FNC's Laura Ingraham:

“We have a very good relationship with Saudi Arabia—I said, listen, you’re a very rich country. You want more troops? I’m going to send them to you, but you’ve got to pay us. They’re paying us. They’ve already deposited $1B in the bank.”
"The bank." Is he talking about the US Treasury, or some privately owned bank he's done business with?

And how many other nations currently hosting US military personnel is he considering having such arrangements with?

I do know that he said he wanted South Korea to pay 400 percent more for us having bases there. Which has driven them into the arms of the Chinese.

It's this kind of stuff. Every time I see some article that is out to persuade the reader that Trump is worth supporting despite his egregiously erratic ways, this kind of thing comes along.

He is what he is. Lots of people in post-America seem to think that's great.

My assessment differs.
